Mobile Opt-In Information — No Third-Party Sharing
Citizens Self-Governing Office does not share mobile opt-in information or consent with third
parties or affiliates for marketing or promotional purposes.
Mobile phone numbers and SMS consent records collected through our IVR opt-in
program (see SMS Consent) are used solely to deliver
transactional and public-service messages to the subscriber. They are never sold,
rented, licensed, or disclosed to any third party for marketing.
The only external party that ever processes a subscriber's mobile number is our
SMS carrier (Twilio), acting strictly as a data processor under contract for the
sole purpose of delivering the messages we send.
What Information We Collect
Citizens Self-Governing Office is designed on a principle of data minimization.
When you call our IVR ((888) 604-8409):
The phone number you call from (caller ID)
Your IVR selections (comment, vote, voicemail, message)
Any voicemail audio you choose to leave
The fact that you pressed 1 to consent to SMS (timestamp + IVR prompt version)
When you register on the website:
Your email address
Your congressional district (identified from ZIP or street address, then discarded)
A bcrypt-hashed password (never stored in plain text)
What we do NOT store:
Your name (not collected)
Your street address (used only transiently for district lookup, then discarded)
Your ZIP code or city (not retained)
How We Use Your Information
To deliver SMS confirmations and updates you have opted in to receive
To create and secure your website account
To connect you to your congressional district's legislative record
To process voluntary donations (handled exclusively by Stripe)
To maintain platform security and prevent abuse
We will never:
Sell your personal information to anyone
Share your mobile opt-in or email with third parties for marketing
Use your information for advertising or behavioral profiling
Share your data with political parties, campaigns, or candidates
How to Opt Out of SMS
Reply STOP to any text message you receive from us. Opt-outs are
processed immediately and permanently. See the full SMS opt-in/opt-out workflow

Data Security
All web traffic encrypted via HTTPS / TLS
Passwords hashed with bcrypt — never stored in plain text
Donations processed exclusively by Stripe (PCI-DSS Level 1)
Session-based authentication with secure HTTP-only cookies
Access to subscriber data is limited to authorized staff and is logged
Your Privacy Rights
All users have the right to:
Know what personal information we hold and how we use it
Access a copy of your data in portable format
Correct inaccurate information
Delete your account and all associated personal data
Opt out of any SMS or email communications at any time
California residents (CCPA / CPRA):
We do not sell or share your personal information.
OpenAI — AI summaries of legislative records (no personal data transmitted)
U.S. Census Bureau API — Congressional district lookup (transient; no record retained)
None of these processors receive subscriber mobile numbers, email addresses, or
consent records for their own marketing or advertising purposes.
Children's Privacy (COPPA)
This platform is intended for adults (18+). We do not knowingly collect personal
information from children under 13. If you believe a child has provided
information, contact info@mail.selfgoverningoffice.com and we will
delete it promptly.
Political Activity Compliance
Citizens Self-Governing Office does not endorse candidates, rate ideology, or advocate policy positions
Subscriber data is never disclosed to political organizations, campaigns, or parties
Voluntary donations are civic contributions, not political contributions
